The financial rail (in transition)
In 2017 Morocco's Office des Changes, with Bank Al-Maghrib and the markets authority, declared cryptocurrency transactions a breach of exchange regulations, subject to penalties. That ban still formally applies. In November 2025, however, Morocco published Draft Bill No. 42.25, a framework to legalize and regulate digital assets and DeFi - aimed at investor protection, anti-fraud and anti-money-laundering, innovation, and financial stability, with licensing and oversight. Until it is enacted, there is no lawful local path to USDC; once it is, the rail opens.
The gambling rail
Even with a future crypto rail, betting is constrained. Morocco permits a state-run lottery and sports-pool framework, but private and offshore betting is restricted, and event/prediction contracts are not a defined permitted category. Polymarket would also remain an unlicensed offshore platform.
