The financial rail
Saudi Arabia has not issued a comprehensive crypto framework: as of 2026 neither the Saudi Central Bank (SAMA) nor the Capital Market Authority licenses crypto trading, and reporting suggests a framework may arrive in the second half of 2026. In the meantime SAMA keeps the banking system out of cryptocurrency - banks do not process crypto transactions and there are no licensed local on-ramps. Holding crypto is not itself criminalized, but the rails an individual would need to fund a USDC account are closed.
The gambling rail
Separately, gambling is prohibited under Saudi law and the prevailing interpretation of Sharia. Saudi authorities have not defined event or prediction contracts as a distinct, permitted category, so a USD-denominated binary outcome contract sits on the wrong side of both the financial and the gambling line.
